 I am unable to run taskmanager, regedit and msconfig. All those programs start to run and then then quickly stop. I have followed these instructions below and now at this point with the Hijack file listed below for someone to look at and tell me whats up.

Instructions followed to this point.
[C] USING THE NEWLY INSTALLED SOFTWARE
1. Clean-up your computer with CCleaner:
a. Open the application and go to Options (last button on the left-hand side of the console) > Advanced section.
b. Uncheck the "Only delete files in Windows Temp folders older than 48 hours" option.
c. Go to the application’s Cleaner section (first button on the left-hand side of the console).
d. Press the "Run Cleaner" button.
e. Go to CCleaner’s Issues section and press the "Scan for Issues" button.
f. Uncheck all the Unused File Extensions (if any) in the list that appears on the right-hand side of the console.
g. Press the "Fix selected issues..." button and close this program after the process finishes.
2. Scan your computer with Ad-Aware:
a. Open this application and press the "Scan now" button, on the left-hand side of the console.
b. Select the "Perform full system scan" mode and click Next.
c. Check all the critical objects that Ad-Aware finds and remove them.
d. Close this application.
3. Scan your computer with Spybot:
a. Open this application and go to its Immunize section.
b. Press the Immunize button, in the upper part of the console.
c. Go to Spybot’s "Search & Destroy" section and press the "Check for problems" button.
d. Remove all the infections if finds and close this program.
4. Run the "hijackthis.exe" file:
a. In the new window that appears, please click the "Do a system scan and save a logfile" button.
b. After the program finishes searching for abnormal objects, the logfile will be saved automatically in the same folder in which you have placed the contents of the archive.
c. Locate the log file and post its content on this forum.
5. You will have to use KillBox only after we analyse your HijackThis! log. In case there are any files that need to be deleted, you should use this application to remove them from your computer.
NOTE: It is important that you follow all these instructions exactly in order to prevent damage to your computer. BullGuard was not designed to deal with all spyware or adware infections, but you could run a full scan with this application before moving on to section [C] of my instructions. This will ensure there are no viral threats present on your PC

I have analysed your log (which actually looks quite clean) and here are my recommendations:
 
1. Run another scan with HijackThis! and check the following entries:

2. Press the "Fix checked" button and reboot your PC.
 
Test if the problems persist and post another log if they do. Please mention whether your antivirus software had found anything prior to scanning with HijackThis!.

Thanks for writing back.

Ok Fix Checked the 4 entries you listed above, rebooted and same problem. Can't "regedit" in run command line, crtl+alt+del pops up for a sec and goes away, and msconfig just doesn't come up. Also I am unable to turn the windows firewall on, it's in the OFF position and it is greyed out so I can't turn it on.

Ran Mcafees 8.0 virusscan and it came up clean. Here is the highjack file

Your log is clean smurf  However, there are certain other reasons for which you receive those symptoms, and those reasons do not leave traces that HijackThis will see.
 
Please try the following procedure and let me know about its outcome with regards to the problem you have encountered:
 
1. The first reason might be that due to a past infection the Environment Variables for your system have been changed from the default value.
 
Right click My Computer and select Properties. Click the Advanced Tab and at the bottom of the Dialog box Select Environment Variables. Scroll down and find the variable PATHEXT. Ensure that .EXE is included, if not add it via the edit option. The default variable value should look roughly like this (give or take):

Please make sure that the variables listed above are persent on your computer as well, and if not, edit that path and add the missing ones. You will need to reboot in order to make the new settings effective.


2. Another reason for the problem you have experienced might be that all these Windows utilities have been disabled through the Global Policy Editor.
Since you cannot edit your registry entries, I have compiled a a file that will make the necessary registry modifications. The file is named regtmcmdrestore.vbs and will modifiy the following registry keys:


HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System\DisableRegistryTools
HKCU\Software\Policies\Microsoft\Windows\System\DisableCMD
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System\DisableTaskMgr
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system\DisableTaskMgr


Thus making sure that there is no Global Policy restriction against the Windows utilities.
 
However I cannot attach it to this thread, so you will have to send me a Private Message with your email address so I can send you the file via email. Please do this only if the other 2 procedures fail.


3. The third reason might be that some worm infections have created a new files called "regedit.com" in your system (this will execute first than the legitimate Windows files). Follow this instructions to remove all this files.

- Dwnload Killbox by Option^Explicit from this link:  http://www.bleepingcomputer.com/files/killbox.php
- Extract the program to your desktop and double-click on its folder, then double-click on Killbox.exe to start the program.
- In the killbox program, select the Delete on Reboot option.
- Copy the file names below to the clipboard by highlighting them and pressing Control-C:

- Return to Killbox, go to the File menu, and choose "Paste from Clipboard".
- Click the red-and-white "Delete File" button. Click "Yes" at the Delete on Reboot prompt. Click "No" at the Pending Operations prompt.
- There is no problem if some of the infected files I listed above are not present on your computer.

Well I tried everything so far and I have not had the best of luck. I sent you and email so I can try the reg file.vbs you created and hope that make work. I'm getting ready to rebuild this pc because its taking so long to try and repair any last suggestions. I really appreciate it.
