It's the system tool that needs to be removed, it's one of the family of rogues.

Follow exactly the tutorial that Goodguy69 had posted.
http://www.bleepingcomputer.com/virus-removal/remove-system-tool

Reboot your PC to Safe mode with networking.
In IE > Tools > Internet Options
"Connections" tab > click on "LAN settings" button and Uncheck the
"Use a proxy server for your LAN" box.

You can then download RKill and MalwareBytes.
After running RKill you must not reboot the system otherwise the malicious process will start again.
Run MalwareBytes after running RKill.
Let us know how it goes. You can also use the renamed RKill like "Iexplore.exe" in case it's blocked.

In this case, you need try to remove it manually. for this you need to uninstall function of your computer. You have go to control panel and select "Add/Remove programs" function.Click on the program you believe to be spyware and select "Remove", after that you need to restart your computer .
For better result you need some Technical Support for your computer .
