After running several scan changing the primary and secondary action options (clean,delete), the actions remained the same as the original (disinfect, move to quarantine) even though the settings said they were the new settings.

This is a strange behavior. confused

Try a repair of Bullguard.

There are several ways of repairing a program, but I suggest you the following method:

To repair Bullguard, find its installation kit then run it and choose to repair. If you don't have the installation kit then please download if from the following link:
http://www.bullguard.com/download.aspx
